m is slope

y = (1/9)x - 1

1/9 is slope

Since the other line that passes through the point is perpendicular, the product of both slopes is -1

1/9 * m = -1

m = -9

Using point-slope method

y-y1 = m(x-x1)

y-3 = -9(x + 1)

y-3 = -9x -9

y = -9x-6
