the lines are only perpendicular when their slopes are the opposite sign and the are the reciprocal of the slope.

ex) y = 2/3x + 6 is perpendicular to the line y = -3/2x + 9

so in this case y = 4x - 11 would be perpendicular to the line y = - 1/4x + 4

just add a negative sign on 1/4 and it'll be perpendicular
