The underlined sentence is the topic sentence of the paragraph.

I really need to explain why I chose the college that I did. First of all, I really think that this college has the best pre-medical program, and since I want to be a doctor, I think this is the place I should be. Also, this college is very welcoming and friendly; I really think I can make a lot of friends here. Finally, this college is affordable. I won't have to have all kinds of part-time jobs to be able to pay the tuition. I can focus more on my studies.

The reasoning for that would be because the sentence is the only one that is introducing what is going to be happening in the paragraph. It basically tells you what is in the paragraph without the reasoning and the explaining.

All the other sentences are just supporting details/ideas to the main idea not the topic sentence.

If you had to underline anything it would be the first sentence for the topic sentence.
