I have the first part down, but I don't understand how to solve. It's an inequality.

As shown in your game, you have an inequality:

2.5 x h + 10.9 > 33.4

=> 2.5 x h > 33.4 - 10.9

=> 2.5 x h > 22.5

=> h > 22.5/2.5

=> h > 9
