A single-member executive power system wouldn't allow someone else than the president or government leader to held responsible for the implementation of laws or to provide someone else that power. In many countries, the government representative such as the prime minister, the president, or the king/queen is allowed to implement laws. However, if he or she doesn't want to do it but the country requires to execute a law on someone or a group of individuals, the congress, senate, parliament, or the court council can do it. Nevertheless, in a single-member executive system, this wouldn't be allowed.
