points (1, 8) and (3, 14) and has a y intercept of 9*

Use two point form to find the equation of the line that goes through those two points
y-8/14-8=x-1/3-1
Simplify to get y=3x+5 and the slope of this line is 3
Since the line is parallel, they have the same slopes.
So the equation is y=3x+9
