This is kind of a logic question. See, there are 4 white squares and 4 shaded squares. We exclude the center, since it is just repeating over and over. So, the fraction of shaded figure would be only the outer 8 squares. So that means that there would be ([the shaded] / [white squares]) 4/8, which is equivalent to 1/2.
