In the Cartesian plane, the general standard equation for a circle with center (p,q) and radius r is

(x-p)² + (y-q)² = r²

Here we have (p,q)=(2,1) and r=8 so our equation is

(x-2)²+(y-1)² = 8²

I guess we evaluate the 8².

Answer: (x-2)²+(y-1)² = 64
