The equation for circumference of a circle is:

C = 2πr (Circumference equals two times pi times the radius)

You already know that pi ≈ 3.14, and that your radius is 3.5, so now we substrate he numbers into the equation.

C = 2 (3.14) (3.5)

C = 6.28 (3.5)

C = 21.98

Therefore, the circumference is 21.98
