Enlarging scale means that the drawing is larger than the actual object. Hence the representative fraction will be greater than unity. For reducing scale the representative fraction is less than unity.

So now looking at 1:25, we see it's a reduction scaling because it's fraction is less than unity.

And what 1:25 means is that 1 on paper while the actual size of the object is 25
