WHY IS OXYGEN CLASSIFIED AS PURE SUBSTANCE AND AIR IS CLASSIFIED AS A MIXTURE?

Air can still be air if it doesn't have carbon dioxide in it. It can still be air without water vapor. Also oxygen is a pure element on the periodic table.
