50g sugar, 100g butter and 400g flour

Explanation:

You need to find the ingredient that is the limiting factor, in this case it is flour, because you relatively need the most of that.

If all 400g flour is used, you need 4 times less grams of butter, since the ratio between butter and flour is 2 : 8 and they differ by a factor of 4.

That gets you 400/4 = 100g butter, so in fact you're not using 200g of the remaining butter.

Likewise, you'll need 400 / 8 grams of sugar, which is only 50g.

So at least one of the ingredients you'll completely use, the other ones you need less according to the ratio.
