Step-by-step explanation: The first ever voice over was by Reginald Fessenden a Canadian inventor when he reported the first radio’s broadcast on Christmas messages and music in Boston in 1906.

But Originally, people doing cartoon voice overs came from the 1920's having Walter Disney, born on December, 5 1901 in Chicago as being the one to introduce the first cartoon voice in 1928. He later another animator like himself, Ub Iwerks, at the Kansas City Art Institute and set up their company. the first cartoons they made were for the Newman theater chain titled “Newman’s Laugh-O-Grams”.

Moving forward, They both went to Hollywood in 1923 and started work on a different series like “Alice Comedies” , Oswald the Lucky Rabbit, and the notable Mickey Mouse voice over in "Steamboat Willie, Till date, Walt Disney is known for creation of hundreds of animated cartoons with synchronized sound.
