71 baskets of 3 apples.

Explanation:

From each of the 28 baskets of 6 you can get 6/3 = 2 baskets of 3.

From each of the 5 baskets you can get 9/3 = 3 baskets of 3.

Therefore:-

From the 28 baskets you can create 28 * 2 = 56 baskets of 3.

From the 5 baskets of 9 you can get 5 * 3 = 15 baskets of 3.

Total 15 + 56 = 71.
