Why might the action of WW2 have complicated the choices other nations had to make about how to help or whether or not to intervene to help the Jewish people?

Explanation:For example if you were France and you were letting fleeing Jews into your country and fast forward a couple of years or months you are now being prosecuted for letting Jews into your country which will in punishment your people will suffer and country.
