This question has a simple yet complicated answer but to answer your question all clouds don't produce rain because when water evaporates from Earth they store up into a cloud and the more the cloud gets the more it cannot hold its like when you hold something and the more you hold it getting heavier and heavier intill it all falls down and rains down to the floor I hope this was helpful!

When a cloud is created by water vapor in the air, there are dozens of water droplets in the cloud. They fall downward due to gravity, but sometimes do not make it to the surface as rain. This is because the air gets warmer the closer you are to ground level. So as the droplets fall, they evaporate causing the cloud to not produce rain.
