Does light travels faster in a material with a higher index of refraction

No, just the opposite.

Think of refractive index as an enemy of light. The bad guy, the villain, the outlaw. It pushes against light and makes light slow down. BAAAD REFRACTIVE INDEX !

The bigger the refractive index is, the more it's able to slow light down.
