Explanation:

For the two small semicircles, the circumference is
(1)/(2) 2\pi r, or just
\pi r. Since the radius is 1/2(16), or 8, the combined circumference of the two semicircles is 16
\pi. Now, for the area of the quarter circle in the middle, we see that its radius is 16, and so its circumference is
(1)/(4) 2\pi r, or
(1)/(2) \pi 16 = 8
\pi. So, the perimeter of the fountain is 16
\pi + 8
\pi = 24
\pi, or about 75.40 feet.
