V_(1)=25.0L,
T_(1)=(273+20)K=293K and
T_(2)=(273+60)K=333K

So
V_(2)=(V_(1)T_(2))/(T_(1))=((25.0L)* (333K))/(293K) = 28.4 L

So new volume of the balloon will be 28.4 L.
