Like many issues of poverty, children often suffer the worst consequences when it comes to food shortages. Why would it be BEST if efforts to address food shortages and malnutrition focused on children?

It is easier to get children out of poverty than it is to get adults out.

Children are open to eating a wider variety of foods than adults are.

Providing children with adequate nutrition would avoid long-term health issues.
