Grover Cleveland became President in 1884 for the Democratic Party, which was against high tariffs because they would raise prices. Although Cleveland attempted to reduce tariff rates, Congress didn´t support him.

In the election of 1888, while Cleveland had a low-tariff platform, Benjamin Harrison, who was funded by business that demanded even higher tariffs, won the presidency and passed the McKinley Tariff Act of 1890 to raise the tariffs.

As a response, Cleveland was chosen as president again in 1892, but couldn´t fully accomplish his attempt to reduce the tariff failed, and the next president (William McKinley, election of 1897) raised tariffs once again.
