Answer: There are three grounds for judicial review and not four. They include;

Illegality

Irrationality

Procedural impropriety

Explanation: Judicial Review is the power the court of a country possesses to scrutinize the actions of the Legislative, Executive and the Aministrative arms of government.

This is usually carried out to see if their actions are in line with the constitution.

Judicial review is like an act of last resort and it doesn't review decision but the steps through which decisions were made.

For Illegality, this is where the arm of government acts beyond its powers.

For Irrationity, the action of the government is considered unreasonable.

For Procedural property, the government has carried out the wrong process to make decisions.
