A stateless nation refers to a group of people who share a common heritage yet do not possess a state (or country). Qualifications of a stateless nation include lack of borders, absence of proper government, and no acknowledgment by other countries as an autonomous territory.
An example of a stateless nation would be Palestine. Palestine is home to a common heritage alongside centripetal forces; however, border disputes and problems involving failure of proper governance deem it to be a stateless nation.
