In this essay I am going to be explaining what terrorism is and how it has changed global understandings of the meaning of warfare. I will also identify describe how military operations against terrorism have affected understandings about the meaning of sovereignty.
Terrorism is defined in the Code of Federal Regulations as “the unlawful use of force and violence against persons or property to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives” (28 C.F.R. Section 0.85). The FBI further describes terrorism as either domestic or international, depending on the origin, base, and objectives of the terrorist organization.
Terrorism has changed global understandings by thinking that the terrorists are doing what they are doing for their rights. One of the biggest effects of terrorism and the current affairs of the war on terror is stateless actors meaning, terrorists that are not fighting for or on behalf of a specific country rather a cause or organization. This means a country is fighting against an enemy that may not have a home country or headquarters and you're fighting an ideology. The risk of fighting terrorism in today's environment is that you may be fighting in perpetuity.
Military operations against terrorism have affected understandings about the meaning of sovereignty because many terrorists are not fighting for a country or on behalf a country often times we are fighting in countries that are sovereign that are not a sponsor of the terrorism and therefore infringing on the sovereign. A great example of this is Al-Qaeda .
Overall, a terrorist incident is a violent act or an act dangerous to human life, in violation of the criminal laws of the United States, or of any state, to intimidate or coerce a government, the civilian population, or any segment thereof, in furtherance of political or social objectives.
