well, the treaty of Versailles (after WWI) placed a lot of blame on Germany, and made them pay for much damage. Even the allies felt a little bad for the position germany was put in. This caused a policy of tolerance, where basically, Germany could get away with anything for the time being, because nobody wanted to rock the boat. So hitler would ask for little by little.
Its almost like when a person has a bully in high school, but then works for the one who he bullied when hes older. he'll do anything the boss says, right? out of fear from what happened in the past.
