Would the Cold War have happened had the Soviet Union failed to develop nuclear weapons? Explain

Yes.

To say the Soviet Union never developed nuclear weapons does not mean they weren’t still mass manufacturing and developing other weapons such as ICBM’s, jets, and submarines. So obviously the United States and it’s allies would still be doing the same.
