Answer:

Clouds are formed when rising air, through expansion, gets cooler to the point where some of the water vapor molecules "clump together" quicker than they are broken apart by their thermal energy. Some of that (invisible) water vapor condenses to create (visible) cloud droplets or ice crystals.
