Answer:

bad government

Step-by-step explanation:

"Today, many of these nations are very poor in spite of their many resources. This is usually the result of bad government. Until 1990, most of the governments were ruled by either one party or the military. Both of these tended to be corrupt. Much of the governments' money was stolen. Also, many of the nations tried communism or socialism. Under these economic systems, the government ran many or all of the businesses. The government did not run the businesses well. Money was wasted on bad decisions and paying unnecessary people. Many African nations are trying to reduce government control to let people run their own businesses and farms."
