What was required of non-Muslims wherever Muslims ruled?

Answer: The Muslims required the non-beleivers to practice their own religion but they should not harm or hurt the Muslims. For example Osman, he built a market just so non-beleivers can make profit! And yes I know we have had some cruel Muslim leaders that were going onto the wrong path but the majority of rulers treated non-beleivers with kindness.

Muslims, and the requirement for the establishment of the Caliphate. b. Fight and slay the unbelievers wherever ye find them, and lie in wait for them.
