How did the Cold War tensions frame the interactions between these countries and their responses to each other? Were there any hopeful signs at all during this era?

So the cold war tensions made these countries (I am assuming you mean America and the USSR) kind of hostile towards each other. And I will also answer the interaction of other countries. Remember, these are two super powers baring their teeth towards each other. The other countries may have been uncomfortable and may have felt that they should pick a side. This made other country interaction more limited too. But there was still some hope. The american national exhibition in Moscow did happen. I mean sure, the USSR were unimpressed in most of the things, but at least they were willing for the americans to hold this. This is also where the Pepsi soda brand also got most of its recognition and money, so that was pretty good.
