In January 1917-British agents decoded a telegram from German Foreign Minister Arthur Zimmermann to the German minister in Mexico. Message- if Mexico helped Germany win the war, Germany would help Mexico regain Texas and other territories lost in the Mexican War. Mexico was not interested in the deal and remained neutral, but Americans were outraged by Germany's offer.
