Answer:

The first one is 38. Second one is 38,000. Third one is 3.8

Explanation:

They are all powers of 10 (10, 100, 1000 etc) each time adding an extra 0. Just move the decimal point over to the right depending on how many 0's the number has. This only works for power of 10s.
