y = mx + b

Points: (-3, 5.5) and (0,5.5)

Slope: Rise/Run

5.5 - 5.5/ 0 -(-3) = 0/3

This means that there is no slope or the slope is 0.

And in that case our expression would be:

y = 0x + 5.5
