The cosine ratio is Adjacent side of the angle/Hypotenuse.
Cos (C) = 3/5
Cos (C) = x/17, because the hypotenuse is 17.

You can use cross multiplication to solve this ratio:
3/5 = x/17
5x = 17* 3
5x = 51
x = 10.2
