The formula to find surface area of a cylinder is A = 2(pi)rh + 2(pi)r^2
So :
A = 2 (3.14) (3.5ft)(14ft) + 2(3.14) (3.5ft)^2
A = 307.72 + 76.93
A = 384.65 ft^2
Rounded to the nearest tenth : 384.7 ft^2

Volume of a cylinder is : (pi)r^2h
V = (3.14)(3.5ft)^2 x (14ft)
V= 538.51 ft^3
Rounded to the nearest tenth: 538.5 ft^3
