There is no equals sign so we know that is must be a dotted line

Add 14x to each side

-7y < 14x+4

Divide by -7, remembering to flip the inequality

-7y/-7 > 14/-7 x+4/-7

y > -2x -4/7

Y is greater so we shade above.
