Answer:

Hogg laws were enacted by the past Governor of Texas James Stephen Hogg. Jim Hogg was the 20th Governor of Texas from January 20, 1891 to January 15, 1895.

In his second term, he worked on his campaign promises which in turn became laws. One of which is good rail systems and stopping the Railroad Commission from issuing watered stocks.

Also, a law was passed allowing the Railroad Commission to fix fair rates and ending the practices railroad companies had used to manipulate stocks.

Another was the regulations of land ownership which will regulate alien land ownership. It required private corporations to sell all land they had held for speculative purposes within 15 years.

He also supported the railways creation in which he permitted the legislature in 1894 to create the Railroad Commission.
