RNA polymerase adds to the RNA strand, nucleotides complementary to the ones it reads on the DNA. Since, Uracil base replaced Thymine in the RNA molecule, RNA polymerase adds Uracil to the RNA strand, for every Adenine it reads on the DNA template.
