Explanation:

1. The numbers are the same, even though one has more zeros on the right.

2. Make the 0.03 a fraction. 3/100. Then add it to 6/10 which changes to 60/100. Those added up are 63/100. Do the same for the other one and you get 36/100. 63/100 is greater.

3. Pretend that the 9 has a 0 on the end of it. That becomes 90%. However, since the 12 is already in the hundredths place, it is only 12% making 0.9 larger.
