yes. The exponent represents how many times that number repeats. This explains that 2^2 (2 squared) is equal to 4. Which using basic knowledge, is 4•4= 16. And also, 2•2•2•2= 16. So yes, it is correct!

No, because 2 squared is 4. 2 squared times 2 squared is really 4 x 4, which is 16. The side length is 4 because the formula for area of a sqaure is length x width (4 x 4 = 16) or one side squared (4 squared which is 16).
