9 = { ((1)/(27) )}^(a + 3)


{(3)}^(2) = { ({3}^( - 3)) }^(a + 3)


{(3)}^(2) = {(3)}^( - 3a - 9)

Since the bases are same, therefore the exponents are equal

2=-3a-9

3a=-9-2

a= -11/3
