James Stephen "Big Jim" Hogg is the 20th Governor of Texas, and the first native Governor of Texas, lived between March 24, 1851 to March 3, 1906. He was an American lawyer and statesman.

During his time as a Governor of Texas, from 1891 to 1895, Hogg championed the cause for the Texas to enhance the public respect for law enforcement, its claim to Greer County, and in his bid to achieve his aim, he made five legislative laws, which is popularly known as the "Hogg Laws", and they includes the following:

(1) the law establishing the Railroad Commission;

(2) the railroad stock and bond law cutting down on watered stock;

(3) the law forcing land corporations to sell off their holdings in fifteen years;

(4) the Alien Land Law, which checked further grants to foreign corporations in an effort to get the land into the hands of citizen settlers; and

(5) the act restricting the amount of indebtedness by bond issues that county and municipal groups could legally undertake.

Thus, the purpose of the Hogg's Laws are the following:

1. To uphold and enhance the state constitution,

2. To back and give credence to the Railroad Commission for the benefits of the Texans,

3. To ensure that the railroads stop issuing watered stocks to the people of Texas,

4. To regulate the issuance of county and municipal bonds,
