Answer:

Y ≥(greater than or equal to) R or Y ≤(less than or equal to) R

The phrase at least means about equal to, represented by that sign. In this case, equal to, because x + y = 16 total since she spent 16 hours cooking and cleaning. That would mean they both have to equal 8 to get 16. You can also do 10 + 6 to get 16. There are a few more solutions after this you can try, which I will not list at the moment.
