y = - 3 {x}^(2) - 12x + 17 \\ x_0 = ( - b)/(2a ) = (12)/( - 6) = - 2 \\ y_0 = - 3 * {( - 2)}^(2) - 12 * ( - 2) + 17 = 29

Maybe i did something wrong, maybe your question is incorrect, but the vertex is (-2; 29)
