During first half it travels with a speed of
v_1=60\ mi/h

During second half it travels with a speed of
v_2=72\ mi/h

Average speed is given by
=\frac{\text{Distance}}{\text{Total time}}

suppose t is total time

distance travel in first half
d=(t)/(2)* 60

distance travel in Second half
d=(t)/(2)* 72


v_(avg)=((t)/(2)* 60+(t)/(2)* 72)/((t)/(2)+(t)/(2))


v_(avg)=(60+72)/(2)=66\ mi/hr
