You want to start by getting x by itself so you’re going to add 28 to both sides of the equation. You want to do this to balance it out because you can’t just remove a term. So you’re going to add 28 to -28 to make it disappear and also add 28 to 16 to keep your equation balanced. When you add 28 to 16 you should get 44. So your equation is now x^2 = 44. Now you find the square root of both sides to get x = 2 root 11
