The child replies in the affirmative.

From the conversation, we can infer that the mother is trying to show the children the importance and benefits of voting. She is trying to educate the children that being involved in voting is part of being good citizens.

Some of the ways a person can be a good citizen is by being informed about decisions around him and being proactive in democracy by voting.
