These types of behavior usually come from an individual who is receiving abuse. This abuse could be from home, school, or other family. Bullies usually are bullied in some way, that's what leads to this way of acting. Bulling commonly happens everywhere, even if it's not noticed or mentioned. Our school usually will explain why what the bully had done was wrong and discipline them in some way. The only effective way to stop bullying is to eliminate where it's picked up from, which simply isn't possible to achieve in one lifetime. You'd have to change the way of parents, siblings, other students who've adapted these characteristics, and more. But, it's nice to try and do what we can. ISD, counseling, proper punishment, teaching it in schools early on, and even possible jail-time can help assist with this.
