x²+14x+33<0.

Explanation:

1) according to the condition x=-11 and x=-3 are zeros of the function y=ax²+bx+c;

2) if -3;-11 are zeros, then (-3)*(-11)=c ( already a=1; b=14). Then

3) x²+14x+33<0.
