With whom or what is the main character in conflict?: This is a 3rd person (pov). And what's odd, there's no name, or a specific name in this small excerpt. But, what we do know, and what we do find (extremely) important is that this 'third person', the one explaining everything, this person describes in very detail about this other person, and we do see that they not once say their name. But, at this point, it's not too important mainly because we know so much about this individual.

Who appears to be winning? (not him/that person)

Evidence: The extremities were the first to feel its absence. His wet feet froze the faster, and his exposed fingers numbed the faster, though they had not yet begun to freeze. Nose and cheeks were already freezing, while the skin of all his body chilled as it lost its blood."

We see here that this individual had issues trying to win what he wanted to win and achieve. We see what he was struggling with, and why this was happening. Therefore, from our assumptions, he may had not won, but it's all from details that we're thinking this.
